- Payne and twenty men set out to settle in Indian Territory, settled at a forested hilltop where they could survey a townsite, they called their place Ewing. Not even a month into the settlement they were arrested by U.S. troops from Fort Reno, but Payne went back to Oklahoma Country, this cycle continued from 1880-1885they ended up being charged with Invasion of Indian territory and a 1,000 dollar fine which was never paid.
