- Shift from Tribal Government to Federal Government. Elected Tribal leaders were running a government plagued by nepotism, incompetence, and petty corruption. TERO program explains why the Indian Government of Standing Rock has failed to reduce poverty and dependence. The idea was to tax outside companies doing business on Indian territory and use the money to create new businesses and jobs. TERO stands for Tribal Employment Rights Office collected 201,000 dollars but almost all of it went to questionable trips and administrative expenses. Alcoholism has led to the destruction of families, death, and high poverty rates.
