- Section on the Struggle over Statehood. The Oklahoma Territory Bill of 1866 did not pass in Congress. As a result, the 5 Civilized Tribes and other tribes sent delegates to an Inter-Tribal Council in Okmulgee. A formal Inter-Tribal Constitutional Government was created and sent to various nations and tribes in hopes of being adopted. There was pressure on Kansas, Arkansas, and Texas due to the land that was opened for the Indian Territory was not owned by Individuals. The land was owned by the Cherokee Nation.
